When I read the first book, it didn't feel like it was the future because of some of the science fiction-type elements of the games. The games take place in an encapsulated arena, where the leaders can create a completely different "world," drop gifts from the sky to wherever the tributes are and create trackerjackers that give those stung by them hallucinations, etc. But I guess as technology advances, we may not be that far off from that sort of thing.
