I think I can provide a little clarity as someone involved in the project. One of the primary constraints to developing the railyards is access. To provide roadway access you have to go under (as on 7th Street) or over the tracks (as on 5th and 6th streets). With the existing track alignment, the ramps for the bridges over the tracks would have to be started two blocks into the existing built urban environment at J Street. You can't do that in front of existing buildings with garage access and ground floor being blocked. Thus, move tracks two blocks north, start the ramps at the edge of the new development, when new buildings are built they will be designed in a manner that places the ground floor at the new street level.

Re freight trains, they have to slow down anyway through the passenger terminal. But perhaps more importantly, because of the I street bridge over the river - which all freight trains must go over. If a freight train went at full speed (or quarter speed) over the 100 year old I street bridge, well, there wouldn't be an I street bridge any more.

Bridges are already built. Track relo complete later this year. Trains use new tracks then ramps can get built starting end of this year.

The primary purpose of the study should be about a street car system that meets the needs of Sacramento. Like connecting the future residential in the Railyards and R Street to the job-core downtown. That creates a building boom in Sacramento. If the focus and first connection is the West Sac to downtown then those benefits go to West Sac. Why would the Sacramento taxpayers spend $10s of millions installing a system that doesnt benefit them?

Well Conspiracy-Gadfly. Looks like you are "inventing" conspiracy and dirty little secrets with your innuendos, lies (or maybe pure innocent ignorance) and false conclusions. You talk about Kevin Johnson and then David Taylor. Then come your innuendos that Mayor Johnson is corrupt and beholding to Taylor because of campaign contributions and go so far as posting a dead link. So either you are posting bold face lies or you don't have a clue what you are talking about. If you did know what you were talking about or studied your own reference you would know that David Taylor was on Fargo's campaign committee! Not Johnsons! Hmmm! Great conspiracy theory -- Busted!
