    <content type="text">The author seems to fail note the city manager said the city could fund these positions IF the police would start contributing to their pensions.  Any actuarial will tell you given the lavish pension the police and fire are scheduled to receive, they need to contribute at least 25% of their salary to adequately fund their pensions.  If this sounds over the top, recognize the average citizen needs to contribute 22% of his or her income to max their 401k and pay into social security...  for a pension far less lavish than the police and fire will enjoy.</content>

    <content type="text">What are we paying these politicians for...it is to make decisions on our behalf!!   I am so tired of NIMBY's wrapping themselves in the delusion that every decision they disagree with requires a vote by the general public.  

We just had a city council election. If any voter did not consider how their council person would vote on this issue in that election, then they weren't paying attention and I sincerely doubt their vote would be any better thought out now.   Enough is Enough!!</content>

    <content type="text">I would posit to Ms. Cordell what Oak Park needs is not 'manufactured' street festivals, but market rate housing, which no developer is willing to do as long as the city requires the same level of subsidized housing as it would if the project were built in Land Park.  The only thing holding Oak Park back is a lack of balanced housing at all price points.   The last three projects built were 100% subsidized below market housing.  No neighborhood is going to be healthy with residents of a single income level.</content>

    <content type="text">What is the California HIGHWAY Patrol doing routine traffic patrol in the city limits.   If they want the job Sacramento should just shut down its own police department and let state taxpayers pay for law enforcement in the city.

    <content type="text">Mr Burg's no growth bias can be seen in his choice of words.  it is NOT a basketball arena!!!!!   Kings would be there less than a third of the year.  The balance of the year would be booked by the concerts and events that now bypass Sacramento because we don't have an adequate facility.  I would suggest Mr Burg check with the Convention Center as to the numbers of conventions we lose because no convention, even if free transportation is thrown will travel to Sleep Train.  Those convention dollars are NEW dollars from outside the area that Sacramento and its businesses will capture.   This is the reason to support the event center, not the Kings.  Mr. Burg obviously  has an agenda and if he can keep the conversation about billionaires and basket ball he can kill this project.

I suspect Mr Burg gets his coffee at Starbucks rather than a local shop.  If Seattle wins they will have folks like Mr. Burg to thank even more than the 'whales' they collected.</content>

    <content type="text">I wonder where Mr Burg gets his information...  possibly local law firms trolling for an issue to bill?  There is nothing in the term sheet that expands metered parking or raises rates.  In fact as Steve Cohen noted on KXJZ this am..  the methods used to estimate parking revenue were low balled and very conservative.  Given the fact the events center will give a reason for folks to want to park downtown after 4PM..  Mr. Cohen expects revenue to increase.  

Any minimally informed person can see the city is getting a far better bargain than the railyard project and the impact will be immediate.  

If Mr. Burg wants to editorialize he should have the integrity to state that is what he is doing.  If this is part of an effort to make himself known to the general public for a run on the City Council... Mr Burg should recognize he is leaving a very detailed history of being a NIMBY and anti-growth.  Looking at the last election, not sure that is the image I would want to project.</content>

What is the difference with that attitude and a Muslim extremist who dreams about 21 virgins...none that I can see.</content>

Need to remember what drove the original argument to make it illegal was a fear by suburban parents their white children were mixing with inner city Puerto Ricans.  Had nothing to do with any real harm.</content>

Quite frankly the police get more calls for service at a Safeway that they do these clinics. Would Mr. Fong propose that no grocer could locate within a 1000 ft of a school or church?</content>

    <content type="text">What Downtown needs is stop searching for a magic commercial bullet and focus on the real problem, lack of an organic, local customer base. 

The Council's policy which make it virtually impossible to pencil out market rate housing, is actually making what little market rate housing there is artificially expensive.  The best thing the Council could do is rescind its pay to play policies and allow a glut of market rate housing.  This would have the perverse outcome of making all housing in the central city more affordable, while at the same time providing the local customer base downtown and midtown merchants need to thrive.</content>

    <content type="text">A state agency that is moving hundreds of jobs out of downtown to Elk Grove, noted that many of its employees already live in Elk Grove.   The reason they live there, is this city council likes its predecessors, focuses only on subsidized housing.   I suspect this is the first of a number of agencies who will relocate closer to their workers.  This trend will result in the Sac Metro area becoming an economic doughnut.  The surrounding communities will be thriving, while Sacramento an empty center, focusing on the homeless and subsidized housing.  Sacramento has actually builds more subsidized housing than market rate...despite what politicians like William Burg say.</content>

    <content type="text">Here we go again...without a formal plan, neighborhood NIMBY's are criticizing the project.  I wonder if these folks ever get the connection that a major factor in Sacramento's deteriorating, filthy air, is that only place any developer can build more than a single car garage is in the suburbs.. because city residents will complain and complain until either they bankrupt the developer or the developers just throw up their hands in disgust and walk away.

    <content type="text">Perhaps if the city had not entered into a disastrous contract to dump its refuse it wouldn't need this program.  Perhaps if the city had been prudently setting aside a portion of utility income  to replace its ancient pipe systems (instead of skimming the money to cover other departments, this subsidy program would not be needed.  As the Bee has noted Sacramento city residents now pay the highest utility payments in the area.  There was a time when they paid the lowest.

The obvious solution is to outsource most of these services, which if nothing else would stem the huge future unfunded pension costs it is hoisting on future city ratepayers.</content>

    <content type="text">Here is a suggestion for REAL budgeting...deduct the cost of sending fire engines to medical calls and you will have enough money to increase the police and restore most of the other city departments that were decimated by the fire department's intransigence.  

Any City Councilperson who approves ANY money for the fire department needs to be voted out of office.  It is time this Council start addressing the problems it swept under the carpet all these years and have resulted in the fiscal mess we now find ourselves in.  

If anyone thinks Measure U is going to return the city to fiscal soundness...watch how this Council blows all the new money pandering to special interests and incurs massive future unfunded costs to boot.</content>

    <content type="text">Do some these folks writing to support gun rights think whoever did this walked into KMart or WalMart to get their guns...  No, they steal them from card caring NRA members.. safe in the knowledge the gun owners will never report the crime and face the 'embarrassment'.  

One solution is to hold the last registered owner of a gun at least civilly liable for any crimes committed with the gun.  That is the case if you sell your car and don't ensure the sale is recorded through DMV, no reason why the theory should not also apply to something whose only purpose is to kill things.</content>

    <content type="text">This is amazing... the reason  we needed Measure U was the intransigence of both the police and fire in paying for their own pensions (like the rest of society) and changing their artificial work practices (i.e. rolling fire engines out to pure medical call, where there is not so much as a cigarette burning) and city staff is recommending they get the lion share of the new money?   
The money should be used to restore all the parks and other city employees who were laid off as a result of law enforcement lobby protecting their turf.   

Newark, New Jersey is disbanding their police department because the department is bankrupting the city.   Sac Police and Fire ought to get a reality check.  

If the City Council gives these departments more money they can join the city workers they laid off while they pandered to the police and fire lobby.   Really... enough is enough!!</content>

    <content type="text">If the city had not been spending all of its money on K Street bottom feeding landowners...it could have provided a bridge loan to Mr. Saca and the Towers would have been built.   Think of how much in property taxes would have been streaming in to the city coffers if they had supported Mr. Saca instead of buying eye sores on K Street (which to this day also sit empty). .

Someday the city council will understand it is more important to build a customer base for businesses than all the subsidies SHRA can throw away after one retail rabbit hole after another.</content>

How much of the costs are fees charged by city departments which see a neighborhood with a few coins in its collective pockets to pick clean?  I know on the several McClatchy Park redesigns...city departments took the lion's share of the funds under the ruse of 'fees'.

Idle observation...  it will be built with noncombustible materials, but the city wants what ... $100K to put in a sprinkler system?</content>

    <content type="text">I wonder if the city council gets the connection between tired buildings being replaced by parking lots instead of housing?   Up the street at 29th &amp; J Street there was a restaurant that was old, torn down and to this day is still a parking lot... in spite of being in the same block as Sutter hospital.  The Clarion is in the center of a loft housing street and I suspect for years it will also be a parking lot.  The Council can't sit back after relaxing the suburban parking requirements it for years imposed on the central city and call it a day.  It needs to look at all the 'pay to play' schemes it supports whether from exorbitant building fees to onerous requirements to include subsidized low income housing. 

One thing that might get the City Council's attention is when the property owner get the site re-assessed as a parking lot.  I suspect we are the only municipality in the area which continues to lose both property and sales taxes.</content>

Clearly Land Park and Curtis Park have more in common than Land Park and Downtown. He not only gave Safeway (over local firms) a near monopoly in mid and downtown, he apparently now intends to put Taylor's Market and the Freeport Raleys out of business.   It is rather sad these 'local' developers have done so much to mall over the central city and now are moving on to  Curtis Park.</content>

    <content type="text">The city tried this once already...in Old Sac all those businesses lining the rail lines were supposed to be stalls for a permanent farmers market.  It failed primarily because hardly any locals go to Old Sac.  It is an example, as is also proposed here, of the city forcing what the free market will not support..  Where are the customers on the north bank of the American River?

Rather than manufacturing something why not go with what already works and make the market under the freeway by Southside Park a daily market.</content>

    <content type="text">Why is the police department involved to begin with?  If the neighbors have an issue they can take it to the ABC themselves.  If the city does, it is code enforcement who should be providing information to the ABC and not advocating a position much less deciding what it will allow a business to do.

City of Sacramento has become a place where one is only allowed to do what the city permits you to do.  I suspect living in China or Russia, one would be hard pressed to tell the difference with those locals and Sacramento.</content>

What city the size of Sacramento is still governed like a homeowner's association?  We will need council members who can actually lead to get any real change... and that sadly is something every member of the current council lacks.</content>

    <content type="text">I wonder where the Pacific Legal Foundation is?  PLF is always decrying what they see as government encroachment on civil liberties.   Well here is a classic case..   Why is the PLF not offering the support of its legal team to take the city on.   Certain folks like to raise the alarm over federal regulations, when in fact the regulations, fees and licenses imposed for no fundamental government reason by local governments are the real impediments to economic health.  I suspect the city's Revenue Division provided the council with financial projections on how much the city could expect to collect in fines with this ordinance.</content>

Mr. Hansen agreed to be interviewed by staff and take questions from readers and Mr Yee chose to write an article.  Mr Yee's is first and foremost a city staffer and then professionally an architect.  Since current members of the Council allow city staff to set the agenda and direction of city government, when it should be the other way around, the last thing Sacramento needs are city staffers on the Council itself.</content>

    <content type="text">There is an adult products store on Broadway, that in 30 years has had fewer police calls than the McDonald's down the street has in a single year.   These distance rules from schools and parks is just so much sophomoric pablum, that really just meant as a way to harass a business out of existence.   We now have sex offenders and ex-cons homeless and living in the American River Parkway because they cannot find housing that isn't within some ridiculous  prohibited distance from schools and parks.</content>

    <content type="text">It is interesting... Mr. Boyd says he wants to speak for all of Oak Park, but clearly has a very specific and narrow personal agenda.  

If folks on EBT want to go to a restaurant, or a coffee shop, there has to be a mix of income in the neighborhood that will support the businesses day to day...  That cannot happen when every new development is specifically built to serve only low income.</content>

    <content type="text">What gentrification?  The first portion of the Triangle Project will be low income housing.  Going up Broadway to MLK is a senior's low income housing. Go up to the intersection with Stockton Blvd, turn west and there is more low income housing being constructed.  To top all that off the county is reopening its residential mental health facility several blocks away also on Stockton Blvd.

NO neighborhood will ever be vibrant and safe when it is used as dumping ground by the rest of the area for housing they don't want in their neighborhoods.  One doesn't hear the Curtis Park Neighborhood Association fretting whether there will be enough low income housing going into the new Taylor development by City College.</content>

    <content type="text">Didn't Mr Cohn vote to approve the deal with the firefighters where they now pay a whole 2% into their pensions, but in case that might actually be a contribution - at the same time Mr Cohn voted to approve a 3% raise.   Interesting not only did Mr Cohn accomplish nothing toward making the pensions solvent, he made it further insolvent as the pay raise will inflate future  pension costs.

And he wants us to increase the sales tax....right....</content>

Does the city every consider simply requiring the promoters to provide their own security and traffic control.  I am sure they could get it a a third of the cost of police and fire who use these events to pad their overtime pay.</content>

    <content type="text">This is pablum!!  All the city is doing is providing space for UPS trucks to get out of traffic and residents to put out their refuse cans.   Dedicated bike lanes with a PHYSICAL barrier separating them from vehicle lanes are bike lanes... anything less is just a waste of striping paint.  The best evidence is the vast majority of bicyclists who still ride on the sidewalks on streets with so-called 'bike lanes'.</content>

    <content type="text">It should also be noted...the stretch of the bike path is used by tourist from the hotels near Richards Blvd as well as tourist renting bikes in Old Sac and then heading north along the trail. Folks entering the trail on R Street and other points south of Old Sac also use this portion to get to Discovery Park.  My understanding is the city is looking to maximize the number of visitors to the Power Museum who will come by something other than a car.

This guy could get a job with the city..he thinks just like them... only from the viewpoint of the bureaucrat and never with any consideration of the users of the service or the public paying his salary.

The reporter might have provided the address for the bike shop...most Sacramentans don't know there are more than candy and t shirt shops in Old Sac.</content>

1.  The city is not regulating health and safety...which should be the extent of any public interest. The city is picking winners and losers

2.  If Council members would ever patronize the trucks..they would find out food from the trucks is in the same price range as restaurants.   The trucks may not have the same costs as brick and mortar restaurants..but they have their own unique costs which eliminate any real price advantage..</content>

    <content type="text">What local citizens?   In the last 40 years CADA has built fewer housing units than San Diego and Portland did in a single year.  In the last three years every housing development of more than 25 units has been subsidized housing.  Perhaps if the City Council and KJ hadn't been wasting tens of millions of dollars trying to acquire land from bottom feeding property owners and focused on mid and high density market rate housing...the Plaza would not be dependent on folks driving in from the suburbs.  That is the sole reason why Westfield had no problem spending $250M on the Galleria, but wanted massive subsidies to do anything in the Plaza.</content>

No matter what government source the money comes from it is TAXPAYER money.  This needs to be remember as we spend north of what it would cost to build a home complete with a three car garage in the suburbs to build an SRO or efficiency unit.  If Romney was paying his fair share in taxes...I might not mind...but it is working folks who are paying taxes not the Romneys'</content>

    <content type="text">What is sad is this a a further de-gentrification of Alkali Flats.  What the A F and other neighborhoods like Oak Park need is a BALANCED mix of housing.  City staffers (many of them former staffers in SHRA) are all too happy to dump more below market rate housing in these struggling neighborhoods.  They assume the neighborhoods should be grateful because something is being built.  You will never get full service grocers and other retailers to move into a neighborhood when most of its residents are on some sort of subsidy.  Get a good balance of market rate and subsidized housing and there will be plenty of places to shop..for everyone, including those for whom a restaurant is a treat only afforded once every couple of  months.</content>

    <content type="text">I thought Mr. Burg's vision of downtown is one that rolls up the sidewalks by 5:30PM...  Surely you could have found someone with a more positive vision of what the city could be..   We all know why it has never reached its potential...combination of NIMBY's in every neighborhood in the city limits and a city council full of neighborhood activists who never outgrew that limited role.</content>

Works downtown but cannot find a place for lunch without getting in a car...   need to keep things in perspective.   I suspect Ms Gerber would be more comfortably living near the Galleria.</content>

    <content type="text">It is revealing the city's chief negotiator runs the revenue division..  it suggests what has been holding this up is the city doesn't feel it has squeezed enough fees out of the truck operators.

Another reason why the Sacramentans need to clear out the city council and the mayor.  They obviously are incapable of bringing city staff to heel.</content>

    <content type="text">Every time the mayor begins to show some vision ala Joe Serna...he reminds us ...no he is just KJ one of those gifted athletes who live in a cocoon separate from the reality the rest of us live in.  Does he honestly think West Sacramento is going to settle for folks buying tickets but going across the river to eat and party?   West Sacramento has been running rings around Sacramento ever since it incorporated... why would they stop now? And why would anyone want to replace the Rivercats who are both just  the right size for the Sacramento market and more importantly are the rare  family friendly/priced professional team.</content>

    <content type="text">What the county needs to deal with is why so few of their employees use mass transit.  Not only is there a light rail stop within a block, but also a number of bus lines on 29th and 30th.  If these folks are getting free parking (well free except that taxpayers are picking up the costs) they are getting something few other urban workers get.</content>

Just once it would be nice to see a comment from you with some VISION instead of carping.  The real question is why were we pursuing basketball in the first place.  There is a reason it has the smallest venue of any of the major league sports.  If anyone bother to look at school sports we should have gone after Major League Soccer.  A Canadian city had over 59,000 attend an opening day. It would be a sport we would not be competing with the Bay area for an audience.</content>

    <content type="text">I agree with the franchisee, Mr Richey that McDonalds would have brought badly needed jobs to the neighborhood...but they would have been across the street in the Obesity Ctr and other clinics that deal with the aftermath of kids brought up on a McDonald's diet by lazy, uncaring parents.</content>

    <content type="text">Hauser has it exactly right.  The social sand medical costs to all taxpayers and to the American Society enabled mainly by firms like McDonald and Walmart whose greed is driving the diabetic epidemic in this country. And if you don't believe it read the Bee's article.. the immediate neighborhood has twice the preventable illnesses of Sacramento as a whole.  Also consider all the countries who never had a national issue with diabetes and heart disease until McDonalds and Kentucky Fried Chicken entered their market.  

The issue of private property is bogus for two reasons..
1,  One's responsibility to the community should trump one's narrow personal interests.
2.  McDonalds doesn't own the property.. John Saca does and it is rather sad this local success story has so little interest in the health of his community.</content>

    <content type="text">The problem is not the city needs to limit the service, but it did so solely for its convenience and with no consideration when residents actually need in street service. Why is the city doing street pick up in December when leave fall is finished and in not in any of the spring months when residents are cleaning up for the upcoming summer.   I can fill one of the fool containers is less than 30 minutes...stuffing it to overflowing, this time of the year.</content>

    <content type="text">If the Council wants more revenue how about fast tracking instead of micro-managing as much market rate housing as possible.  The increase in property taxes could more than match what they expect  from this proposal.
Makes little sense to be raising the sales tax when the issue is you don't have any customers because the city bends over every time a neighborhood group tries to stop every development.  New residents = new customers = more sale taxes.   In fact I wonder how many tens of millions the city has lost in property and sales taxes..while they let the nimby's in Curtis Park stall and almost kill the Taylor project.  Maybe if they hadn't fought the developer trying to bankrupt him into submission, they city would be realizing additional revenue that could be used to maintain parks..  for example like Curtis Park...</content>

I wonder if they (noting what happened in San Jose and San Diego) realized they milked 9/11 far longer than was ever honorable and maybe the electorate is beginning to understand just how far the fire  and police unions are pushing Sacramento toward bankruptcy...  But of course they don't notice the unkempt parks and lack of other city services because with their overtime pay they can afford to iive in upscale communities in El Dorado and Placer counties...</content>

    <content type="text">1.  Why does the city focus on retail subsidies over market rate residential projects?   It is a lack of a solid customer base (residents) that impacts the health of the retail sector.

2.  Why does it take on average 2 years for a business to get all of its permits from city staffers?  Sacramento was recently rated the worst city in America to try and start a business.  Would propose city staff have an absolute deadline to complete their review of any project under $5,000,000 in six months.  It is unconscionable that Viriakas is still waiting for permits on the Triangle Project after what...five years?   The city is just as much a loser as the developers as it is losing the increased tax revenue from the enhanced value of the properties...apparently so city staffers can collect fees. .</content>

    <content type="text">Isn't Ms. Williams discussing the crime rate among youth on Ms. Pannell's watch?  Ms. Pannell has never understood all the youth programs and centers in the world aren't  worth a hoot if the only kids using them wouldn't be engaged in crime in the first place.  What Ms. Pannell (and for that matter Ms. Williams) will not address is where are the parents and why are they not being held accountable.  Why are these kids allowed to skip school at will and more to the point why are schools passing kids along to the next grade when they clearly have not mastered the subject matters in the grades they are in?  

These are issues that address juvenile crime ...not more after school programs.</content>

    <content type="text">The reason Parks and Rec is in trouble is solely because the city is spending north of 80% of its budget on cops and fire.  Until the city addresses this, no tax increase or other fix is going to solve the problem....  btw every city where more than 80% is spent on fire and cops is facing bankruptcy.

Parks &amp; Rec should know the cops and fire would find some way to spend any tax increase on their own salaries and to preserve their inefficiencies...  Parks and Rec would never see a dime.</content>
