I can't speak for the author but I don't get the impression he feels that way but the reality is, for as nice as those areas are they're not the same. They're have some wonderful qualities but they are not equivalent to the Grid.
CHP is the state police and they patrol state property ....around state buildings -many of which are nearby... and I for one am glad they're around downtown because Sac PD can't keep up with all the crap going on by themselves.
Crime data don't lie. Why do you think there are laws (unenforced laws) that specify exactly what undue concentration is and how the law goes on to state conditions on alcohol licenses are needed in areas of undue concentration to protect health and safety? For fun? The central city is at 5 times what the law says is reasonable concentration of alcohol licenses. Of the 900 plus licenses for bars/ restaurants in the entire city almost half are in the central city. Predators prey where people hang out. Yes, the central city was more dangerous 15 years ago. We had a few good years of relative peace but we've slid backward and fast. For the first time in a long time I don't feel safe walking in my neighborhood. I know almost all my neighbors and that does nothing to protect us from the predators who come to prey on us and destroy all we've worked so hard for. With all the activity at night around here someone had to see something - I hope. And I hope these horrible people are caught.
People forget that attacks like this were very common in Midtown in the late 80's and early 90's. This is terrifying for many of us who live on the grid who thought this horrible fact was long behind us. I'm afraid that the central city is drawing some very bad elements again and we're in for another long fight for the central city.

While that is true for some residents -the 'entitlement' mentality is even worse by those who visit the grid who think we who live here should give up our parking (& yes it is ours because we pay the property taxes that maintain the streets & sidewalks infrastructure) for them. Many cities have zones of 'resident only' areas and much stricter enforcement in both residential/ commercial and mixed use areas. Sacramento is very behind the curve in urban parking policies.
