    <content type="html">&lt;p&gt; Lace up your sneakers because it’s time to go for a run (or walk)!&lt;/p&gt; 
&lt;p&gt; Come join Vice Mayor Ashby for the 2012 Kaiser Women’s Fitness Festival this year, which will be held on Sunday, June 3rd. Vice Mayor Ashby will be running in the 5K race and our own District One Parks and Recreation Commissioner, Rosemarie Ruggieri, will be walking so you can choose either option when you register (the 5K run or walk).&lt;/p&gt; 
&lt;p&gt; There aren’t any official “teams” to sign up under for this event, but if you want to come join our group, just make sure to register online and then meet us on the morning of the race at the District One booth at 7:30 AM, which will be located at the west steps of the Capitol under the green pop up tents.&lt;/p&gt;

    <content type="html">&lt;p&gt; On April 14th, 2012, Natomas will come together to acknowledge and recognize the efforts of its residents and business people who selflessly share their talents for the betterment of Natomas, by holding a community appreciation awards dinner and gala called, The “N Factor”.&lt;br /&gt; “It is important to recognize the many people who contribute to our great community,” Ashby says. The “N Factor” is a community appreciation and recognition gala organized through Vice Mayor Ashby’s Office in collaboration with the Natomas Chamber of Commerce and community leaders. This event serves to highlight the efforts of those who selflessly give to their community, and also serves to encourage people to move to, open businesses in, and give back through volunteerism in Natomas.&lt;/p&gt; 
&lt;p&gt; Do you know anyone who lives or works in Natomas, and who gives generously of their time, energy and resources to make it a better place? Someone who has contributed above and beyond toward the advancement of Natomas in exemplary ways? Someone who possesses the N FACTOR? Please nominate Natomas residents and business people who make a difference in their community and region through civic engagement.     <title type="text">District One: A Look Back at the First 365 Days</title>

&lt;p&gt; It has been my absolute honor and privilege to represent District One and the City of Sacramento over the first year of my four year term. It is difficult to believe that eleven months have already come and gone and that we are rounding the corner on our first year in office. Here is our 2011 Annual Report.&lt;/p&gt; 
&lt;p&gt; In many ways it feels like yesterday that I stood at the swearing in ceremony as my Dad helped me take the oath of office. In other ways it feels like we have been working at this for an eternity.&lt;/p&gt; 
&lt;p&gt; As I reflect on the year of accomplishments three themes are clear:&lt;/p&gt; 
&lt;p&gt; First, we are blessed in District One with amazing staff. Sarah, Michelle, Brandon, Talia and John are dedicated to making sure they give the community every ounce of energy and effort they have and they have been tremendous. Their collective positive attitude and sense of teamwork is unmatched. They are an all-star cast of talented leaders who deserve more credit and appreciation than I can give them in a lifetime.&lt;/p&gt; 
&lt;p&gt; Second, the communities of District One are phenomenal. The number of people willing to step forward and help, volunteer, engage, assist, coordinate, fundraise, clean-up and generally be supportive is absolutely amazing. The neighborhoods and community members of District One are the envy of every area in the City. When we host a movie night over 700 people come out, a clear City record. A weekend fair results in 2000 visitors. The pools, the community center, the parks, the libraries — all rank in the City’s most utilized, most attended and most appreciated. The number of volunteers and the hours those folks commit to this community are unprecedented. There is no doubt that the overall success of District One is driven by the sheer determination of residents who are willing to get involved.&lt;/p&gt; 
&lt;p&gt; Third, before taking office I knew I loved Sacramento, especially Natomas. After a year of working in various parts of the City, meeting dedicated employees, leaders and organizations that are all focused on how to help Sacramento become the best City it can be. I have fallen in love all over again and across many neighborhoods, all of whom remind me of one pure truth — Sacramento is a very special place.&lt;/p&gt; 
&lt;p&gt; Thank you for allowing me the opportunity to be your Councilmember.&lt;/p&gt;

&lt;p&gt; &lt;em&gt;Leading up to being sworn in, Councilmember Ashby conducted a series of district wide meetings titled “Community Connections”. These three forums were held throughout the District, each with a different focus: Public Safety, Economic Vitality and Quality of Life. District One residents and business owners shared their ideas and thoughts for the future of the District and our City. The results provided a roadmap for the District One office.&lt;/em&gt;&lt;/p&gt; 
&lt;p&gt; &lt;br /&gt; &lt;em&gt;As we approach the milestone of our first year in office, Councilmember Ashby and the District One staff have compiled an annual report as a way of looking back at our accomplishments over the first 365 days in office. The report is structured to show how we have addressed the priorities of District One residents and business owners and provide a sampling of our efforts. We hope you will enjoy reading through this report and seeing how we are working diligently to improve District One each and every day. We welcome any feedback or suggestions on how we can improve this report for next year. Thank you for your continued support.&lt;/em&gt;&lt;/p&gt;

    <title type="text">Want to help the Natomas Regional Park?</title>

    <content type="html">&lt;p&gt; In May, at the request of the community, my office in coordination with our Department of Parks &amp;amp; Recreation, submitted an application for grant funding from California State Parks Proposition 84 Round Two. If awarded, this grant funding would go towards the build-out of a portion of the North Natomas Regional Park and would include several attractive and important amenities such as a regional baseball complex, amphitheatre, a farmer’s market, children’s play area and outdoor gathering space.&lt;/p&gt; 
&lt;p&gt; Many of you have asked how you can help. Below you will find a link to a letter with information about the significance of this amenity to our community. Feel free to write a letter on behalf of you and your family or collaborate with any groups you represent (PTSA, Boy Scouts, Girl Scouts, youth sports, neighborhood watch, etc) or share this with other neighbors and groups you are involved with. Be sure to sign your letter not only with your name but with your title. Examples are: “Mom, Dad, Natomas Resident, Coach, Concerned Neighbor, Avid Walker, Avid Cyclist, PTSA Member, School Volunteer, etc”.&lt;/p&gt;

    <title type="text">City of Sacramento - Department of Utilities Audit Meeting and Online Survey</title>

    <content type="html">&lt;p&gt; The City of Sacramento Audit Committee invites residents and business owners in Sacramento to share their views and opinions of the audit being conducted for the Department of Utilities at its April 4 meeting. The meeting will be held in the Council Chambers, New City Hall, 915 I Street at 7:30 p.m. Recognizing the importance of public input,&amp;nbsp;I have coordinated with the City Auditor to&amp;nbsp;put together a brief seven question survey to allow for further community input. The survey can be accessed by visiting:&lt;/p&gt; 
&lt;p&gt; &lt;a href="http://www.surveymonkey.com/s/VXPZYVR"&gt;http://www.surveymonkey.com/s/VXPZYVR&lt;/a&gt;&lt;/p&gt; 
&lt;p&gt; “Public input is vital to this audit and will help rebuild trust in our Utilities Department,” said Council Member Steve Cohn, chairman of the City of Sacramento Audit Committee. On February 22, 2011, the City Council authorized the City Auditor to execute a Professional Services Agreement with Public Financial Management, Inc. to conduct an operational efficiency and cost savings audit of the Utilities Department.&lt;/p&gt; 
&lt;p&gt; The audit shall be an objective examination of the Utilities Department to evaluate whether the department is managing resources in a responsive, economical and efficient manner. Given the size and complexity of the Utilities Department and the desire to incorporate cost savings and efficiencies into future rate adjustments, the audit will first focus on identifying the three to five best opportunities that may result in immediate cost savings, efficiencies and operational improvement.&lt;/p&gt; 
&lt;p&gt; The audit will also include the following components:&lt;/p&gt; 
&lt;ul&gt; 
 &lt;li&gt; Identification of “best practices” through the comparison of operations with other similar municipalities.&lt;/li&gt; 
 &lt;li&gt; Identification of alternative service delivery options.&lt;/li&gt; 
 &lt;li&gt; Identification and recommendations for operational, statutory or regulatory changes to improve service and/or reduce costs.&lt;/li&gt; 
 &lt;li&gt; Identification of budget or cost implications, anticipated timeline to achieve savings, and challenges/issues relating to implementing each significant recommendation or initiative.&lt;/li&gt; 
&lt;/ul&gt; 
&lt;p&gt; In an effort to further continue operational improvements, the Utilities Department also is performing the following studies that will help to inform the department, City Council and PFM as the Audit Committee moves forward.&lt;/p&gt; 
&lt;ul&gt; 
 &lt;li&gt; Cost of Service (Rate) Study – FCS Group (Ongoing)&lt;/li&gt; 
 &lt;li&gt; CIP Programming Guide – FCS Group (Ongoing)&lt;/li&gt; 
 &lt;li&gt; Infrastructure financing – Treasurer’s Office/Banking Community (Ongoing)&lt;/li&gt; 
&lt;/ul&gt; 
&lt;p&gt; City Council also approved the Auditor’s 2011-12 Audit Plan that includes a billing process audit for the Department of Utilities. This audit will evaluate the department’s system of internal controls, test the accuracy of its bills, and assess the City’s ability to recover billed amounts.&lt;/p&gt;
