That's a $6-$11M drain on Glendale's general-fund. Remember, that deal started out with the best of intentions; that all the increased sales tax revenues generated by this wonderful new development would more than pay back the City's investment. That's the way all these start out. They started out this way in Indianapolis, Cincinnati, Houston, Oakland... They all started out that way.

Sound familiar?

These deals fail far more frequently than they succeed. I'd feel a lot better about these deals if the boosters were honest. Just come out and tell us, "Look, this is going to cost $10M/year, AND our quality of lives will be enhanced. We don't think $10M spread out over 400,000 people is that bad, but that's the deal. Support us with that much, we stay; don't support us, odds are that we'll leave."

Instead of this FOUR BILLION DOLLAR shell game they insist involves no new taxes (but the documents prove otherwise).

Honesty. What a concept.

Rhonda, when you do meet Angelique in person (and I'm sure you will one of these days), where you can have some quality conversation, you'll be convinced she really IS all about the community and not about herself. I know you want to be fair so I hope you will keep an open mind and form your opinion on the totality of the information and experience.

Angelique's "I will listen to whoever has something to say" response is genuine. I have seen it first hand and I have experienced it myself. I was one of those with something to say and it felt like nobody was listening, except others like me trying to be heard, and it was extremely frustrating. She actually helped to transform me from being an agitator fueled by anger to an advocate fueled by passion and input from those around me. She actually inspired me to be a better listener as a leader in my own leadership positions here in the community (I'm a neighborhood association co-founder and a member of the crime and safety team she co-created).

I hope that helps to put that remark in perspective.

As for your comment about being "selective in her appearances," I can tell you that her appointment calendar is beyond crazy these days, figuring raising a family, running a business (involving frequent travel), and running the campaign. But she's out there and you'll catch her eventually.

Oh, one last thing: I heard the incumbent confirmed his attendance at last week's GNNA candidate forum, but then no-showed, citing a fundraiser conflict. Go look at the schedule for that fundraiser -- he could have made an appearance at both events. It's clear to me and many others that he blew off GNNA. Whether out of arrogance or concern for competing with Angelique is open to speculation.

In a response to Jim Knapp, SacPress 11/30/2009 “Opponents say strong mayor initiative faces lawsuit” I asked Jim the following question:

“Which City Planning Com. Nominee & family contributed the most to both SAG and the council person who nominated them? B) How much collectively did they contribute to both committees? Here’s 2 hints-watch last week’s city council meeting at the end…then pull out those campaign contribution statements-It’s more than $10,000.00...& More than $20,000.00 It could also be a harbinger of this city under the proposed SMI”

I guess others are now asking the same question. BTW that CC meeting was 11/24/09 and the nominations came just before Council Comments & Questions at the end of the meeting.

Thankfully we have a City Clerk’s office, under the authority of City Council, that makes the availability of campaign contribution info a basic principle, unlike our County Sups. In fact SacBee just had an excellent editorial on that very subject.

http://www.sacbee.com/2010/03/10/2595394/supervisors-need-to-join-computer.html

So who were in the pool of candidates that submitted their applications to the city clerk’s office. How do their list of backgrounds and experiences compare?

To see the entire list and their applications, resumes & qualifications- here is the link from the 11/10/2009 City Council Agenda:

http://sacramento.granicus.com/MetaViewer.php?view_id=22&clip_id=2139&meta_id=187074

How many were involved in developing the GPAC 2030, you know…our new General Plan? Some pretty stellar resumes there…along with a few less so.

Here’s one for Tom Runge, one FPPC watchdog: Tom, you were at the forefront of demanding an FPPC number on the SAVE website, which appeared within 15 days of their qualifying as a committee, unlike SAG which took over a month. So is KevinJohnsonformayor.com subject to your same scrutiny? As of 8:30AM 3-18-10 …it still wasn’t there, 2+years. The website does have a “donate” link attached it…and I’m not talking time donation…you can’t put that on a credit card!

Now were back to where this story started Campaign Contribution$, Rewards and the $-greening-$ of Sacramento City Hall Access.

You might also find “Bites” interesting in today’s SNR, RE: use of discretionary funds by the Mayor’s office for the "Year 1" pamphlet that had too many campaign literature overtones for Cosmo. I wonder if that pamphlet has the FPPC # on it, since it “contains a prominent link to the website”? Not his official city website...but his campaign committee website.

The mayor's staff initially said there was no problem with using the discretionary funds...

"Well, a couple of days after Bites started asking questions about the booklet, McPeek called back to say that the mayor and his staff had done some thinking, and that Johnson has now decided to pay for the booklet out of his own pocket, “just to be on the safe side.”

I've attended MANY FUNERALS of people WHO WERE BOTH BLACK AND NOT BLACK and our tears are colorless. As far as your last comment I don't value your opinion nor am I trying to lead the way I'm trying to get the BLACK MAYOR who bragged of being the first African American Mayor to FIND HIS WAY to SEE the PEOPLE- all PEOPLE. Now, you put this burger on the grill and you might want to be careful because I WILL FLIP it and Mayor Johnson will be the one coming out on the loosing end and looking so much worse when I'm done cooking this up. This is not a threat - IT IS A PROMISE- you're playing with a mother in labor- in pain and you won't win! and neither will Johnson because their are more LIKE ME, in PAIN, who will identify with me, agree with me, long before they identify or agree with Johnson. I've never shared with the hundreds who responded to my emails from 2005-2009 that I write on this site. I wasn't looking for people who already know my heart... But if I wanted to I could fill the site with people that agree with me. I've been in the "field" a long time while Johnson is playing in the "house", I've met many people in PAIN and people not in pain that care about us, while Johnson opens his heart to developers... I've opened my heart to all people- especially those in pain- you really don't want to put a racial burger on the grill because I can and will FLIP IT and become Johnson's worse nightmare.

Johnson is pandering to a union monopolizing the budget taking funding away from after-school programs, vocational training.... I'd like to see a boys and girls club, vocational training... in valley Hi but we can't can we? OUR MAYOR would rather guarantee funding to the Sacramento Police Officers Union. If you're mad because I suggested Mayor Johnson is a poverty pimp If he doesn't address youth violence with resources, opportunities for the youth--WHY post your comment on this article? It appears you don't value the loss of this young man. You already posted on the unrelated article where I made the poverty pimp comment. Why would you, and how dare you, interrupt this families pain with this nonsense? In the article I didn't speak of Johnson's LACK OF CONCERN for the youth- including African American youth as he pushes for an arena task force, strong mayor proposal and ignore our children dying on our streets or the walking dead in CA state prisons. I didn't mention Johnson's lack of concern for the life and freedom of youth with his ineffective, insignificant unacceptable gang summit to make himself look good. I know many people who think Johnson belongs in a pimp suit as he panders to unions, developers...and putting him in one will not perpetuate the violence affecting the black community. (nor the violence affecting the many others who died as a result of youth violence who are not black) Johnson is not a reflection of the community divided into victims and suspects. He's a reflection of the NBA. FYI, not all black people are affected by youth violence- and the violence doesn't solely affect black people. Go figure you who claim to fight racism and YOU generalize all black people - I wouldn't put Johnson as a pimp because he's black but because he appears to pander. WHY would you suggest otherwise? You might want to look at the man in the mirror. I noticed Johnson wasn't at the vigil surely if SPD knew of it so did he!! While Johnson is playing in the house - not seeing us, I'm in the field extending love and many more are in the field dying or permanent loss of freedom.

He spent all this time trying to get people to focus on race. He created a distraction. This is one of several reasons why I don't address youth violence using race- it causes a distraction so many will look at race and NOT see the subject at hand. Even I fell for it and I try and steer clear of distractions. Their have been many articles with some highly suggested comments where he could have posted his fight racism literature but he chose this one. That causes me to dig deeper, read the article again, and see what it is that he tries to shield with discussions of race. I've attended many racial profiling meetings I don't recall seeing or hearing of a Tom Runge in attendance. Does he only consider race a factor or feel strongly against racism when it applies to Johnson?

It does appear Tom is unable to fight/ dispute the contents of this particular article and pulled a race card out his hat in efforts to do damage control and change, redirect, the subject matter. That's sad. And worse, I bet Johnson will condone his behavior

I truly appreciate your answers. It's good to know the background of a candidate. I've attended several summits regarding foster youth I think the last one was at city college where many advocates of foster youth gave chilling testimonies and detailed the work they are doing.... It would have been nice to meet you there.

I also attending many events given by Kim Briggs who works with many youth in the area with Challenging their Destiny. Many of the kids are from Inderkum and I'm aware of the ongoing feud with Grant.... and with many people working close to address the concerns. Yes, the community needs to do more for the youth. What types of programs are you referring to? what types of opportunities? It just seems you address extensively your background and address on the surface the questions I raised. I'm assuming, you do understand getting into office is not about YOU but about the community?

Yes, I asked you who you are listening to. And your answer, "anyone who has something to say" is well, not impressive. Their are some who can't invite you to come and hear them speak- they can't speak suffocating.... You have to get out and get to know, see, and hear them....

You mentioned, "Last week I attended a Gardenland Northgate Neighborhood Association meeting where they told the candidates about specific concerns in their community (gang violence, graffiti, clean parks, access to a medical clinic, etc.). The incumbent did not even attend." Yes, you and Guttierrez attended and both he and you spoke for about 10 minutes each answering constituents questions and the incumbent, Ray Tretheway didn't attend. You failed to mention it was because he was at another meeting- a prior obligation that Thursday night. You mention you are the only one with a youth advisory committee. I've seen Gutierrez as youth functions and know he also works with a youth advisory committee they were addressing education, youth violence, juvenile justice system. Heck, Gutierrez was at the meeting you referred to speaking of an emergency care clinic in South Natomas, where the only police sub-station has closed... larger fire station. I also know he works with many regarding public safety. I also believe, Tretheway and each council person has 2 youth assigned to a youth commission advising them as well.

You should be very proud of your accomplishments and where you were, where you came from and where you are now. It is to be admired. Like Johnson you made a way from little and that is to be respected. I am serious when I say job well done.

However, the fact that you overshadowed my questions with YOUR background and not the background of the people you've spoken with, learned from, listened to.... The fact that you were selective in sending out your message towards the Thursday meeting, youth advisory...., the fact I asked for your comment regarding quality of life and it appeared you don't really see me since your comment again appears to be to tell the people who may read the site about yourself... all that sends a red-flag for me combine that with SPOA and Johnson- in my opinion, as of right now, you are dangerous as an elected official. I look forward to getting to know you and perhaps I'll see that my first and continued impression of you is wrong.

Hi Rhonda – I see you have left a few questions for me here. I am happy to answer them but just want to let you know that emailing me directly (Angelique@AngeliqueAshby.com) is a much better way to reach me. I don’t check in on the blogs all that often.
Not sure if you have visited my website (www.AngeliqueAshby.com) there is a section called ‘My Story’ that details my life to this point. If you haven’t read it maybe when you get a moment you will. There is also a section about my experience and accomplishments that describes some of the things I have done.
In 1995, two years after I graduated from Sacramento High School, I had my son Nate. I was a single mom and we lived in low income housing in South Natomas. I used food stamps and subsidized childcare and worked full time while going to school and raising my little boy. Eventually, I made my way through UC Davis and then law school at McGeorge. During that time I worked at FamiliesFirst, a foster youth agency that cares for displaced children.
My father, who is now my business partner, has had a distinguished career in the world of children’s services. When we opened our business we did so as an opportunity to build programs for children and families, particularly foster youth.
In the end of law school I got married. My husband and I bought our house and within a year or so had my youngest son - Tyus.
I talk a lot about the support I have from police officers and firefighters because they are very important, especially at the City governance level, but I have spent much of my life working on programs for children and families.
As a consultant I have done many projects with organizations that serve low income families, especially youth. I designed one of the most success parolee reentry programs in the State. It has a very low recidivism rate and is based on the concept of building community around people exiting the prison system.
I believe in meeting people where they are at and trying to bridge gaps in service to offer chances to find success.
In law school I worked in the Public Defender’s Office and worked the homeless calendar by meeting with folks at Loaves & Fishes once a month, taking care of their legal concerns and representing them in court. It was an amazing experience and I learned a lot about homeless issues in Sacramento.
In the schools I have done many things like volunteer one day a week after school for an entire year to help start a performing arts class.
Last year I worked on a leadership team with a few other parents to take kids from Natomas Middle School to Washington DC. We raised enough money to take kids regardless of cost or ability to pay.
I have helped bring anti gun violence programs to Natomas Middle as well as sponsor the Natomas Jr Nighthawks football and cheer program with scholarships. I helped underwrite an entire traveling baseball team so that kids could play regardless of ability to pay.
Volunteering for the schools, youth sports, foster youth and homeless youth have been a part of my life since I was 12 years old and acted as the youth advisor on the board that established the California Runaway Hotline. Later at age 15, I was the youngest counselor to ever work for the hotline.
In this campaign I established a youth advisory committee for seniors in high school to have a voice and an opportunity to experience a local election. The students on the committee are very involved and have been tremendous reminders to me of why I want to help this City. By the way, I am the only candidate with a youth advisory committee.
We worked with Inderkum High School PTSA to help them raise money for Safe & Sober grad night and have found many ways to partner with parents involved at every grade level in Natomas.
This community needs to do more for our youth and I do not mean opening centers – I mean providing programs and opportunities.
You asked me about who I am listening to. The answer is anyone who has something to say. Last week I attended a Gardenland Northgate Neighborhood Association meeting where they told the candidates about specific concerns in their community (gang violence, graffiti, clean parks, access to a medical clinic, etc.). The incumbent did not even attend.
In North Natomas the communities are concerned about their schools and public safety (fire, police and flood protection).
My point is that the community members know which issues need to be addressed in their neighborhoods. It is my job to listen to them and then advocate on their behalf. That is what I think a good leader does.
As for Kevin, he is his own person. I do have some volunteers on my campaign who worked with him and many who did not.
I meant what I said about working with the mayor – I am looking forward to the chance to work with anyone and everyone willing to fight for Sacramento’s future – that includes you.
Thank you for asking me the questions, I appreciate the opportunity to answer.

The portion of land next to Arco was designed for a baseball field. In fact, the stadium was stopped in 1989 due to lack of funding...
When it came time to build Raley Field, why didn't they just decide to build out the stadium out in Natomas? It would've been cheaper, & they could've used the existing infrastructure.
I'm assumming they decided not to because the location sucked, compared to the spot on the river in the soon to be developed Bridge District. Now look at Raley Field... It's epic! By far the best attraction for sports fans in the Sacramento Area, with shuttles and 100s of people who walk/ride bikes across the bridge from downtown to the stadium.
Granted, the costs associated with the Arena are way greater, but so are the profits. Seems like a very similar arguement with this arena, only Sacramento has 10X more red tape and 10X more naysayers than West Sacramento.
I guess what I wanted to say is that the model that the City & Kamilos are attempting has worked, & the people of Sacramento love it...

http://www.kingsfans.com/forums/showthread.php?t=34766

http://www.ft.com/cms/s/2/d84a0ba0-2184-11df-830e-00144feab49a,dwp_uuid=e8477cc4-c820-11db-b0dc-000b5df10621.html

They paint of a picture of a family that might already have negative net worth. For example, the Charlotte Bobcats were recently sold to Michael Jordan for significantly less than the $305M Forbes magazine recently gave the Kings. The balance sheet in that article doesn't show their debts. Remember, MSE borrowed to buy the Kings and still has a $69M loan with the City.

It looks like that loan may be on the verge of being folded into this new project, by the way. If that happens, the $69M would be paid off by "The Convergence" -- in other words, the TIF at Cal Expo. In other words, the original $83.7M loan would be converted into a gift.

Last, the Maloofs claim they'd be paying market prices to lease the new arena. I disagree. Market prices would cover the entire costs of the arena, plus interest, over the life of the loan. If they intend to pay $300M ($10M/year for 30 years) to pay for their share, where does the rest of the money come from? I don't think the bank will be willing to lose $300M+ so they can get their feet wet in North America -- that's the kind of decision that gets executives fired. So where do you think the money comes from?

The TIF, that's where. Taxpayers.

What happens to the old CC&R that the State signed with the Swanston family that this land remain a park, or revert back to the Swanstons?

Kamilos says this is a $4B project, and will create 4,000 construction jobs. That's $1M/job. Eek. Who thinks that's a good idea?

Anyway, I think this deal is destined to fail, largely because I don't think the State will be interested. The State Fair is already too crowded, and moving to a smaller and hotter location located in a flood plain won't help that. Plus, there won't be enough money raised from the sale of the existing site to build the type of State Fair facility the State will surely envision.

My biggest objection, though, is the TIF, and no matter how you slice it, this is a tax hike put in place to benefit developers ONLY. It puts the general-fund at risk.

The reality is that low income residents are largely dependent on developer fees and tax revenue paid mostly by people like me and local businesses. Pandering exclusively to the poor is a great way to alienate that tax base and send your bread-and-butter packing to Roseville or El Dorado Hills, killing the local development and businesses. Unfortunately that's been the status quo in Natomas for the past 7 or 8 years. On the other hand, give those folks a reason to stay (quality of life) and you'll get more tax revenue to support poverty and youth initiatives. It starts with crime prevention, and a strong police force is an important piece of the puzzle. Ashby understands this, and although she has a diplomatic and pleasant personality, she's also no pushover. I can't say that for our incumbent.

This Kamilos 'plan' is doomed already. Even Dan Walters of Das Bee has labeled it 'insanity', which is basically the kiss of death in terms of legislative advancement. His column over the weekend was a breath of fresh air amid all the faux-boosterism to move this project forward based on the slimmest margin of financial feasibility.

More staff resources will have been wasted in pursuit of this 'thing' that will never be, rather than focusing on something more within the grasp of possibility -- such as creative re-use and renovation of ARCO, which certainly would have been cheaper than the $4 billion the Kamilos plan is now slated at -- and surely will cost more if it ever got off the ground...

The $1 billion NBA plan to build over CalExpo died for lack of interest and wherewithal. Just how is the far more expensive Kamilos three-card monty 'deal' supposed to gain traction???

Kamilos is banking on the acumen of two financial firms whose portfolios are chocked full of heavily leveraged commercial mortgages which will mature over the next two to three years -- and some of their projects will fail -- it's inevitable based on reporting from Deutche Bank and others who are predicting catastrophic declines in asset valuations and performance on debt over the period. Even if all the piece parts are in place (and it's doubtful they will be, especially given legislative action necessary to effect optimal outcomes suitable for this project), it is very well possible that the money to fund this behemoth won't be available come time to build...

All of this, PLUS the financial precariousness of the parties involved -- the Maloofs, leveraged to the hilt on assets that are plummeting in value, having to sell of assets at fire sale prices just to stay afloat; Thomas Enterprises, bankrupt on nearly all of their projects save the Railyards, which is being kept afloat by public funding currently, having laid off 700 of their 750 staff; Kamilos himself, no stranger to 'under water' projects (including his own home); and a host of others involved in this 'insanity', including a mayor who is profoundly unfit to occupy the office he holds, it's just too much for this city to undertake at this time....

We don't need an arena so much as we need to meet basic needs of our citizens, like food and shelter and sane leadership...

But *some* in office have thicker skulls than more rational evolved consideration...

Let's hope a more reasonable approach wins out in the end....

They asked twice and when I went to the window I didn't see a car in front of my house. I was up most of the night. But I want to say, I'm glad the victims are unharmed. It appears the 16yr old girl went from tied up to temporarily handcuff and that is understandable since the officers had to secure the area and make sure they too are safe. That house has lots of young people of all different ethnic backgrounds hanging outside. I don't know what is going on there but I know my son is to stay clear from the area. Also, the one gunshot , the first one, sounded different. I don't know about "exchanging gunfire" the person shot the dog (which is a police canine/ a peace officer) I understand shooting back. But the man, according to all the people watching as the events transpired, was not exchaning gunfire- he shot once- and as far as commands the many gunshots heard immediately afterwards- when was their time for commands? I don't think a sentence could have gotten out. I'm not saying the shooting wasn't justified but I will say the media release well, nevermind, it too is understandable. It was a home invasion and their have been multiple in the area where one or more victims have been shot and a black youth victim not too long ago died in one.
Well, it looks like if we’re going to have a new arena/entertainment center, it’s going to be built in the downtown rail yard location.
That leaves the current Arco Arena land open to accepting the new Cal Expo/Fairgrounds.
I know that there are many in Natomas (where I live) who are disappointed with this apparent verdict. However, if this is our fate, we must accept it and begin to plan now our strategy for making the most of it.
If we spend time wringing our hands over this decision, we’ll soon find ourselves in a position where Arco has been abandoned, and no decision has been made as to the configuration of the new Cal Expo.
Assuming that this is a “done-deal” for all intents and purposes, we need to start envisioning what a Cal Expo would look like, how it would perform as its own entity, and, ultimately, as THE focal point of Natomas.
Should the arena be imploded, and the entire area leveled to create a clean slate for a new beginning? The existing arena as it stands is becoming a bit of an eye-sore, and there’s little dispute that its substructure and mechanics are beginning to show signs of deterioration.
If it were rehabilitated, it could be used for any number of things, including an entertainment venue, a movie set, high school basketball playoffs venue, or a facility to somehow compliment the regional park, once it has been completed.
We know that Natomas is sorely lacking in youth programs and after school activities. There is NOTHING for teens to do in our area. The current Arco Arena could be transformed into a state-of-the-art community center with an indoor running track, pool, basketball, and other sports related activities.
The new Cal Expo does not and should not have to be just another Cal Expo. Sure, it can be the venue for the State Fair, but it can be so much more than rides, farm animals and bad food for a few weeks out of the year. This could be a year-round center of opportunity for artists, farmer’s markets, entertainment; a venue for corporate meetings (with the strong selling point of being 10-minutes from Sacramento Intergalactic Airport!) and yet another center for diverse youth activities and employment, other than those which are sports/entertainment –oriented (which aren’t the highest paying positions to begin with).
Imagine a fine arts studio/stage, and/or music hall with opportunities for Natomas residents and their children to learn and enjoy film, drama, art, and music - and participate in these things instead of simply being passively entertained.
My main point in writing this is to jolt us into the awareness that instead of fighting a losing battle against the inevitable (we’re not going to get a new arena in Natomas!), we should begin thinking about what we want the new Cal Expo to be. This is our community, and we do have the power to create its destiny!

Yet I'm also left scratching my head at how many times I've seen you calling one particular person a "bloated biker babe." What's got you so agitated that would make you single out one person and behave like that?

I've known Angelique for about 2 years, and I become more and more impressed with her every day. I have watched her at work on community issues and she is impressive. She truly cares and was hard at work trying to improve things long before she made the decision to run - this after much prodding from the community. The pact she has with the Police is to make Natomas and all of District 1 a safe place to live. She has reached out to families in need and asked people to help when someone has undergone some sort of tragedy, e.g., house fire. She is definitely not out for herself unless by improving the safety, education and lifestyles of her community also make her life better. And, she is definitely not sour and dour - I have never not seen her without a smile on her face. I totally agree with Sharward regarding her attributes: energetic, intelligent, articulate, and collaborative - I have seen them at work.
