    <content type="text">If that's the case, I'm curious why the article's author left that piece of information out.  It seems that if someone not on the board was aware that a deal by the council had been struck, that would be irrefutable evidence that the Brown Act had been violated.</content>

    <content type="text">Just a guess..(but a good one) is that the labor "leader" he is referring to is Bill Camp.  He seems to be the only labor "leader" so involved in the redistricting controversies.</content>
