Development department audit out; $2.3 million uncollected

An audit of the city's Community Development Department released Wednesday reports that the department did not collect more than $2.3 million in fees. The audit was conducted by Sacramento firm Sjoberg Evashenk Consulting Inc.

The audit reads in part; "CDD’s Organizational Culture Fostered a Weak System and Process ontrol Environment and Allowed for the Circumvention of Proper Permitting Processes."

And who were the managers @ the time? Can you say Bill Thomas & Ray KerRIDge? Yes, they were the managers that led the department amok!!! What is interesting is that Bill Thomas has now written a self incriminating book detailing how he gave the store away in Sacramento & how regulations are not important. The book is called, "Implementing Change Management: Reinventing the culture and structure of public and private organizations."

Now you have KerRIDge promoting the same ideas in Roseville & Thomas is hiding somewhere in Oregon, while Sacramento deals with their aftermath, including the lack of the much needed cash that they fraudulently gave away.

What they did is a gift of public funds, which if I remember correctly is a federal offense. Why are they not being investigated criminally? I sincerely hope that the new community development director & city manager clean house of ALL the old managers brought on by these two characters and restore the integrity to a department that has the charge of safeguard the public's health, safety & welfare, not kissing the developer's @$$!!!
