Local homeless transition and recovery organization Cottage Housing Incorporated will celebrate its 15th year Wednesday with a fundraising celebration entitled "Beacon of Hope" at the Crest Theatre. Unlike most other homeless providers in Sacramento, it's goal is not to maintain people in a homeless state.
